§65-80-005 Purpose and Prohibitions

Solid Waste Management Program establish the requirements and criteria for new and existing solid waste management facilities including the municipal solid waste landfills and other landfilling operations, incineration, solid waste collection and transfer, material processing, recycling, composting, and salvage. These requirements and criteria ensure the protection of human health and the environment.

§65-80-138

The SWM team may enter and inspect a facility for the purpose of conducting inspections adequate to determine compliance with the solid waste management regulations including the terms of a permit.

Solid waste is large amounts of trash or garbage, including everyday discarded items such as office paper, packaging material, food scraps, clothing, furniture, yard waste, newspapers, appliances, and bottles.

There are 2 Types of Solid Waste:

  1. General Solid Waste
    • Garbage (e.g. milk cartons and coffee)
    • Refuse (e.g. metal scrap, and empty containers)
  2. Municipal/Institutional Solid Waste
    • Durable goods (e.g. appliance, tires, batteries)
    • Nondurable goods (e.g. newspaper, books, and magazines)
    • Containers and packing, food waste, yard trimmings, and various organic waste from residential, commercial, and factories.

Managing Solid Waste

The CNMI Has the following Options of disposing of solid wastes:

  1. LANDFILL – Landfills are engineered areas where waste is placed into the land. Landfills usually have liner systems and other safeguards to prevent groundwater contamination. There is one landfill on the island of Saipan, located in Marpi. Rota and Tinian
  2. RECYCLE – Recycling is the system of collecting, sorting, and reprocessing old material into usable raw materials. Currently items such as paper, glass, plastic, and metals are currently recycled at 8 centers on the island of Saipan and 1 center on the island of Tinian. There are currently no recycling facilities on the island of Rota that is permitted under DEQ at this point in time.
  3. COMPOSTING- Biological decomposition or decay of organic wastes (sometimes including mixed solid waste) under controlled conditions. Composting takes place under aerobic conditions, typically in an open pile (called a windrow) or in a tank or container (called in-vessel composting)
  4. SCRAP METAL - Discarded metal for reprocessing.

Residents and industries utilize the services of private waste collectors for a nominal fee. Items are then deposited to the landfill or are recycled.

Paper: copier, colored, print, magazines, catalogs, wrapping, paper bags, computer print outs, folders, paper board, brochures and pamphlets, junk mail, egg cartons, cereal and food container box, newspapers, memo& post-its, calendar pads, comic books, phone books, textbooks, and shredded paper.

Cardboard: Wet, waxed and soiled cardboard is not accepted for recycling. Please flatten all cardboard boxes and keep them CLEAN and DRY

Plastic Bottles: Only Plastics 1 & 2- water & soda bottles, laundry detergent & shampoo bottles, plastic jars. All bottles must be free from any liquids or contaminants

Aluminum Cans: food cans, soda & beer cans, foil & pans- clean and free from any liquids or food contaminants. Mr. Brown cans are made of steel and should not be mixed with aluminum cans.

Glass: bottles and jars- do not recycle household glass cups and dinnerware, Pyrex containers, mirrors or window glass


CNMI Recycling Centers

The CNMI currently has 3 recycling centers on the island of Saipan. Some centers do offer a buyback program for your recyclables, however most accept materials for free or charge a fee for disposal of the material. Contact individual recycling centers for a full list of materials and information on price per item. Remember to keep recyclables clean and separated from other garbage to get the best prices.
